The International Exchange and Cooperation Department/ Hong Kong, Macao and Taiwan Affairs Office is the functional department and service organization of Hubei University of Economics, which implements the national foreign-related policies and takes the lead in the international exchange and cooperation of Hubei University of Economics. The main work includes: responsible for drafting the development plan of the school's international exchange; to coordinate foreign affairs activities of the university; to organize, plan and develop international cooperation projects; to provide information and contact services for teaching, research and international academic exchanges; responsible for the planning and reception of overseas visits; responsible for inter-institutional communications on exchanges of faculties and students; responsible for  recruiting and processing the entry-exit related paperwork for foreign experts and teachers; Approval of University’s international conferences; to apply to the MOE in regards to the Sino-foreign joint education programs; to review and approve the University’s tasks of going abroad for business, and handle the passport and visa application for University’s business trips, etc. The department is also responsible for Hong Kong, Macao and Taiwan affairs, to implement state policies related to Hong Kong, Macao and Taiwan, and manage University’s cooperation and exchanges with Hong Kong, Macao and Taiwan.

The university actively promotes open education, and has signed cooperation agreements with more than 40 famous universities and educational institutions in more than 10 countries including the U.S.A., the U.K., France, Germany, etc., and regions including  Hong Kong, Macao and Taiwan, and carried  out substantive exchanges and cooperation on faculties and students programs, scientific research, joint education and master program recomendation. The University has cooperation with Auburn University at Montgomery, USA, to jointly conduct the undergraduate program of Information Management and Information System. It also has cooperation with the Accademia di Belle Arti “G.B. Tiepolo” in Italy to jointly build the undergraduate education program of Environmental Design. The University also has partnership with  the University of Texas at Austin, Pennsylvania State University, University College of Birmingham, University of Lincoln,Hanze Hogeschool Groningen University of Applied.Science, Laurentian University, St. Clair College, Umea University, Swinburne University of Technology, Curtin University and many other well-known universities or educational institutions abroad for many years, and many cooperative programs such as faculty training, student exchange, visiting scholars and research cooperation have been carried out. At the same time, the University has developed contact and cooperation with many educational institutions in Hong Kong, Macao and Taiwan regions. For example, Lingnan University in Hong Kong, Macao University of Science and Technology in Macao, Asia University  and MingChuan University in Taiwan. Every year, many faculties are sent by HBUE to other world renowned universities as visiting scholars, to take courses, to attend international academic conferences, or to study for Master's or PhD degrees.
